Uriens, are you using the new tables or the simple drop all (original one introduced in 1.13, does not require xmls)? I don't belive I've gotten around to messing with the XML based drop all yet (and I just play on the 1st "drop all" implementation in 1.13). That one is my bad, sorry, been lazy about that element of the Beta. And now for the rest:
1) that's a .exe limitation, check to see if anyone has mentioned it in bug reports. Otherwise hopefully a coder passing through the 1.13 Beta Test thread will see your post. I believe someone has already mentioned this as a long term bug, but instead of bloodcats it's enemy forces fleeing into a sector you're already in the middle of and you end up stuck in the start position screen with no way to actually place your in-sector forces becuase they were already there in the map.
3) C11 - I can lower its priority in ArmyGroups.XML, just need to check to see which other maps are using Army Type 13 (priority 85%) The problem is with the large starting pool, the queen has troops to spare. The large troop pool also may be the root cause of 4).
4) The original Urban Chaos did warn people about a though fight on all difficulty levels... If I remember correctly there is are a few global variables in the .ini I can use to reduce troop levels based on difficulty level.
